The Kenya Bureau of Standards (KEBS) is the national standards body responsible for developing and enforcing standards for goods manufactured, imported, or sold in Kenya. Standards compliance is mandatory for a wide range of products and enforcement is active.
Mandatory Standards and the Quality Mark
KEBS designates certain standards as mandatory through gazette notices. Mandatory standards apply to food and beverages, building materials, electrical equipment, motor vehicle parts, and many consumer goods. The Diamond Mark of Quality (Quality Mark) and the KEBS Standardization Mark are awarded to products that have been tested and certified as compliant.
Product Testing and Certification
To obtain a KEBS mark, manufacturers submit product samples to KEBS-approved laboratories for testing against the relevant standard. KEBS may accept certification by internationally accredited bodies, simplifying the process for companies with existing ISO or other international certifications.
Import Standards Verification: PVoC
Imported goods subject to mandatory standards are inspected at the port of entry. KEBS operates a Pre-Export Verification of Conformity (PVoC) programme for specified categories, requiring inspection in the country of origin before shipment to Kenya. Non-compliant goods are denied entry or destroyed.
Enforcement and Penalties
KEBS enforcement officers can enter premises, inspect goods, take samples, and seize non-compliant products. The Standards Act provides for fines and imprisonment for serious violations. The reputational and commercial cost of a product recall can far exceed direct regulatory penalties.
